For Stefan, just listing 3 of 14 rows for folder_id=538647
The order for the albums in this folder can be changed by the working feature.

folder_id 538647 is in the same table, but as an album_id with type=folder, (as a result of using the "Create a folder for albums").
Three other folders similarly have their album_id used as the folder_id for the albums they contain.

The 'Change the display order of the folders' calls the same javascript as for ordering albums, but it is thus failing because their is no folder_id (as a parent) by which to select the four folders.
Simply, I have to assume it was an unfinished development. Whether I can edit the very complex javascript remains to be seen.
Something to note is that the 4 folders (for Stefan) can be selected on user_id for the initial display of 'Albums'.

@Frank: As a special service, (and useful experience) I could manually adjust the order, if you provide the new 'ord' for each folder.

No, the conclusion that this was an unfinished function, i.e. that moving the folders for albums never worked, is unfortunately a wrong idea. You could move the order of the folders once.
This worked in the same way as you can still move the order of photo albums today. You grab the album with the mouse and move it to the appropriate position. It worked the same way with folders containing different albums.
I know this because I had moved the album folders to the order in which they appeared in my photostream at the time - mostly photos about FC St. Pauli, then I also took a lot of photos about Hamburg (but less than about FC St. Pauli), and also a little people photography. And then there was a folder in which I sorted all other albums in order to prevent the "and also" section with albums not sorted in folders from appearing (which you can probably only see today if you are logged in with my account, because most or all photos have "Only me" as permission to display).

Unfortunately, I can't say when this function stopped working, as I haven't tried it for years.
